I assume you are asking how to register Web Services in a public UDDI registry. As public UDDI registry does not really exist than you cannot register Web Services in it, but.... (1) You may read seekda blog article about future of public Web Services registries and once you understand the prospects of public Web Services search engines (2) You can register your URL with seekda and it will be crawled for your Web Services.

Regarding your second questions. seekda provides two tutorials on (1) how to search for public Web Service and (2) how to use them with your application.
