SOAP 1.2 protocol tModel

Is there a standard SOAP 1.2 protocol tModel ?? i.e. a 1.2 version of "uddi-org:protocol:soap".

Since there is no functioning process to mint new "well-known" tModelKey's, there is no good way to create a new tModelKey for SOAP v1.2
